It is clearly marked Walker & Hall EP on the reverse of the handle. Antique Silver Sifter Spoon By William Devenport

Antique Silver Sifter Spoon By William Devenport Hallmarked Birmingham 1896 offered for sale by Silver2treasure. this delightful small sifter spoon is available from the Silver2treasure ebay store via the picture link at the bottom of this post. The spoon is described as "Small Antique Victorian Silver Sifter Spoon.  It has a fairly shallow bowl which has fluted sides and a decorative handle which has a part twisted pattern to the base and then an embossed foral decoration to the top part.  It has a shaped terminal with a blank cartouche which is surrounded by a beaded pattern.  This pattern is the same on both sides of the handle.  It has clear hallmarks BIRMINGHAM 1896/97 Makers Marks: W.D (William Devenport). 4 inches long in total, the bowl being 1.5 inches in diameter.  It weighs 9g. It is in very good condition.  A very sweet little antique Victorian solid silver sifter spoon and a lovely addition to any collection of good Victorian silver. Stock No. 4846"

Russian Silver Sifter Spoon

Russian Silver Sifter Spoon with a fantastic gilt lined bowl in fiddle pattern offered for sale by Silver2treasure. The large oval shaped bowl has a gilt interior and has an embossed scroll and leaf pattern to the rim. The bowl is of a flower petal/star shape interspersed with the sifter holes. It has a fiddle pattern to the handle and it is made from a good guage of silver and has clear marks. There is an engraving in the handle of a crown and then underneath in Old English script the letters “HG” (I think) Identifying Marks: It is stamped “GD” a “X” and “84″ Dimensions: It is 6.25 inches long in total, the bowl being just over 2.5 inches wide, 2 inches in depth and 0.75 inch deep. It weighs 50g. Condition: It is in very good condition Remarks: A very good large Russian silver & gilt oval sifter spoon

Sterling Silver Sifter Spoon

Sterling Silver Sifter Spoon Hallmarked for Sheffiled 1920 by James Deakin & Sons offered for sale by Silver2treasure. It has a shell shaped bowl and the front of the handle has a pretty embossed pattern following the outline (the back of the handle is plain). It is of a good guage of silver and has clear hallmarks

Just over 5.25 inches long in total, the bowl 1.75 inches wide at its widest point and just under 2 inches in depth and it weighs 29g

It is in very good condition, but if you look with a magnifying glass there is an area of little scratches which could be the remains of an armorial that has tried to have been removed, but I cannot confirm. You would not even notice this, unless you looked extremely closely and with the aid of a magnifying glass

This is a very good solid silver sifter spoon, of a good quality and weight

The sifter spoon has a pretty shell pattern to the bowl and an embossed feather like pattern around the top part of the outline of the handle to the front and a decorative terminal which has an oval blank cartouche. The tongs have the same pattern around the sides of both handles. They are made from a good guage of silver and have clear hallmarks. They come in their original box which has a lovely deep blue lining. Dates: Spoon 1901, Tongs 1900.Makers Marks: Spoon W B & S (William Batt & Sons) Tongs TNB (William Batt & Sons (Thomas Nowill Batt). Measurements  Spoon 4.75 inches long,the bowl 1.75 inches long and just over 1.5 inches wide. The tongs 4 inches long. They weigh a total of 48g.

The spoon is in very good condition, the tongs have a slight indentation to one side of the shoulder. The box is in very good condition inside and out

This really is a very pretty antique solid silver cased sifter spoon and tongs, that would make a lovely Engagement, Wedding or Silver Wedding present if you did not want to keep it for yourself.
